Client: San Diego Gas & Electric
Location: California, USA
Status: Completed, 2019 to 2025
Overview
The challenge. A utility cannot prioritise replacement and remediation across a large asset base on inspection notes alone. San Diego Gas & Electric needed a defensible engineering basis — structure by structure — for where its 69kV to 138kV transmission and distribution lines actually stood against strength, loading and clearance requirements, including NERC compliance.
Our approach. Across the program, our team performed comprehensive pole loading, strength and clearance assessments on numerous 69kV to 138kV lines, building detailed PLS-CADD models and line assessment reports for each. The work was delivered as an independent consultant to KOSMOS, formerly West Power Energy, over a six-year programme — long enough to cover a large asset base with a consistent method, so results are comparable line to line.
The outcome. SDG&E holds PLS-CADD models and assessment reports that establish NERC compliance and rank its assets on engineering evidence. Completed in 2025, the program gives the utility a defensible, repeatable basis for prioritising capital across replacement and remediation — the difference between an asset registry and an asset management program.
